      Members of the public may address the Board on any issues not listed on the agenda that are within the purview of the Agency. Comments on matters that are listed on the agenda may be made at the time the Board is considering each item. Each speaker is allowed a maximum of three (3) minutes.

A. Recommended Technical Evaluation Criteria for Use in Long-Term Reliable Water Supply Strategy

A. Recommended Modifications of BAWSCA's Statement of Investment Policy
The Board Policy Committee unanimously voted to recommend Board approval
B. Contracting and Funding to Initiate Phase IIA of the Long-Term Reliable Water Supply Strategy
That the Board authorize the CEO/General Manager to Initiate Phase IIA of the Strategy including:

a. Negotiage and execute a contract with Camp, Dresser, McKee to develop Phase IIA of the Strategy for a cost not-to-exceed $2,100,00;
b. Amend the existing contract with Hanson Bridgett to provide legal services in support of Phase IIA of the Strategy with an increase cost of $76,000;
c. Amend the existing contract with Bud Wendell to provide strategic counseling services in support of Phase IIA of the Strategy with an increased cost of $46,000;
d. Authorize a $100,000 contingency to cover additional, and currently unbudgeted work associated with the completion of Phase IIA, and authorize the CEO to spend this money provided any and all uses of this fund, and execution of associated amendements, are promptly reported to the Board.
e. Enact the Water Management Charge to fund the Phase IIA work up to a not-to-exceed amount of $2,322,000 and to allocate charge to all agencies in proportion to their FY 2000-01 water purchases from the SFPUC

The Board Policy Committee unanimously voted to recommend Board approval

Directions to Foster City Community Bldg. – 1000 E. Hillsdale Blvd., Foster City

From Hwy. 101, take the Hillsdale Ave. exit East. Turn Right into the parking lot just after the intersection with Shell Blvd. The Community Bldg. entrance is separate from the Library entrance and is marked by signage. The Wind Room will be at the top of the stairs on the right, across from the reception station (there is also an elevator).

From the East Bay, take Hwy. 92 West, exiting at Foster City Blvd., and going South on Foster City Blvd. to Hillsdale. Turn Right (West) onto Hillsdale and proceed to Shell Blvd., making a U-turn to be able to pull into parking lot on SE corner of Hillsdale and Shell.
