SPECIAL MEETING

OF THE BOARD OF DIRECTORS

OF THE MID-PENINSULA WATER DISTRICT

 

March 25, 2010

Belmont, California

 

CALL TO ORDER:  The Board of Directors’ meeting of the Mid-Peninsula Water District was called to order by President Vella at 6:00 p.m.

 

A. ROLL CALL:

PRESENT:     Directors Altscher, Linvill, Stuebing, Vella, Zucca

 

ALSO PRESENT:     General Manager Regan, General Counsel Belloli, Engineer O’Flaherty, Secretary Remeleh.  

 

STAFF PRESENT:    Henry Young, Brent Chester

 

MEMBERS OF PUBLIC:   None

 

PRESIDENT: Louis Vella presiding.

 

Whereupon the following proceedings were duly had:

 

B. PLEDGE OF ALLEGIANCE: 

President Vella led the Pledge of Allegiance.

 

C. PUBLIC COMMENTS:

None

 

D. 2010/2011 PRELIMINARY BUDGET:

General Manager Regan gave an overview of the 2010/2011 preliminary budget.  He explained staff was submitting 3 budgets to the Directors; one reflecting a 5% reductions in the overall budget, one reflecting a 7% reduction in the overall budget and one reflecting a 10% reduction in the overall budget.  Manger Regan explained with each budget there were capital and operational cuts. 

The Directors questioned if these cutbacks would cause any negative affect on the District infrastructure.  Manager Regan replied that there would be no negative effects.  The projects that were vital to the infrastructure of the District will continue and maintenance projects would be rescheduled over a longer period of time.  He also explained the District has been cutting back on expenditures over the last several years and this was just another step the District needs to take.  Manager Regan recommended the Board consider the 5% reduction in budget for fiscal year 2010/2011 due the economic uncertainly for the future.  This will allow the District to continue the majority of the work on the system while being able to make bigger cuts if necessary next fiscal year.  The Board discussed there are many expenditures of the District that are fixed costs that cannot be reduced such as the cost of water and pumping.  The Board would like to see the percentage of cutback to the budget that does not include fixed costs.  This item will be on the agenda for the June 24, 2010 Regular Board Meeting.    

 

E ADJOURNMENT:

President Vella adjourned the meeting at 8:52 on motion by Vice President Linvill and seconded by Director Zucca.  The next regular meeting is scheduled for Thursday, May 27, 2010 at 6:30 p.m. in the District’s administrative offices at 3 Dairy Lane, Belmont, CA 94002.
