A) Mid-Year 2011-2012 Work Plan & Budget Review

Issue: What adjustments are needed to complete planned & anticipated work during FY 2011-2012? 
Information to Committee: A memo & oral presentation on proposed revisions to the Work Plan & budget, projected year-end spending, the estimated year-end General Reserve & the need for & timing of decisions for managing the General Reserve balance.

Committee Action: A) Discussion of proposed revisions & alternatives considered, & B) consideration of recommending the proposed changes to the Board.

 

B) FY 2012-2013 Work Plan & Budget Preperation.

Issue: What critical results need to be acheived next year & what resources will be required? 
Information to Committee: A memo & oral report on challenges that must be considered in preparing the FY 2012-2013 preliminary Wok Plan & budget.

Committee Action: Discussion of issues that must be addressed during FY 2012-2013.

 

C) Ammendment to Policies & Procedures for the Purchase of Equipment & Supplies/Award of Contracts.

Issue: Should the Boards Procurement Policy be revised to increase the CEO's discretionary spending authority? 
Information to Committee: Staff recommendation, supporting memorandum from legal counsel, & draft Board resolution.

Committee Action: The Board Policy Committee recommends the Board of Directors adopt the proposed resolution revising the Procurement Policy to:

1) Increase the CEO's discretionary spending authority to $25,000 for purchase of equipment & supplies & services, while retaining the existing limit of $10,000 for construction expenses.

2) Limit the CEO's/General Manager's authority to approve change orders/ammendments $25,000.

3) Require the CEO/General Manager to report all change orders & ammendments to the Board.

4) Increase the limits for formal solicitation of bids for purchase of equipment & supplies.
